HUN center for policy research

The HUN Policy Research Center (associated with Mongolia's HUN Party) aims to support the energy and education sectors’ developing by aiding developing research-based policy recommendations.

As of 8 April 2026, the party has 2 ministers in the government including the minister of energy sector to oversee the country’s energy policy development. With IRI financial support, HUN CPR is calling for 2 researchers to develop policy research papers for energy and education sectors with extensive research literature.

Core Methodologies: the center's work will focus on:

  • Scientific Grounding: Aligning research with the "Vision-2050" long-term development policy and the Five-Year Development Guidelines for 2026–2030 such as energy sector modernization and climate finance integration and foreign investment into the sector.
  • Scientific Grounding: Aligning policy research for the newly proposed policy on new standards that limits class sizes to no more than 40 students and cap total school enrollment at 1,800 students to improve instructional quality.
  • Stakeholder Engagement: Organizing forums and dialogues that bring together policymakers from political parties, international financiers, financial organizations, and the private sector. For this purpose, the center will work with independent media agency to disseminate more information for the public and policymakers, researchers, think tanks and media. 
  • The secondary aim for stakeholder engagement is to make HUN Policy Research Center image and activities more visible, accessible, and influential to the public and professional communities.

Expected outcomes of the project are:

  • Publishing two policy papers for energy and education sectors by the center affiliated researchers with extensive research literature. A policy paper is a concise, evidence-based document designed to analyze specific issues such as lower energy costs or better schools and recommend evidence-based approach that shows politicians, policymakers, organizations and citizens how research translates into real-world improvements.
  • Organize 2 workshop policy discussions on the energy and education sectors’ policy papers for the Hun party members, Energy and Education ministers’ officials and wide audience including other think tanks of the political parties.
  • Professional Branding of HUN Policy research center by positioning the center as a top-tier political party affiliated think tank that provides high-quality, scientific data to political party policy development and implementation. 

Active Dialogue: Shifting from passive reporting to proactive engagement, ensuring their policy solutions are widely discussed in the media and among industry experts before they hit the floor of Parliament.
